Heraclitus of Ephesus was an ancient Greek, pre-Socratic, Ionian philosopher and a native of the city of Ephesus, which was then part of the Persian Empire. Little is known of Heraclitus' life. Most of the ancient stories about him are later fabrications. As may be this quote, but it is thought provoking nonetheless..
